Waldemar Borges faz duras críticas ao processo de eleição das comissões da Alepe

Durante a eleição do presidente e vice-presidente da Comissão de Constituição, Legislação e Justiça da Assembleia Legislativa, na manhã desta quarta-feira (01), o deputado estadual Waldemar Borges fez duras críticas ao processo de disputa, que envolveu a interferência do Executivo nas decisões da Casa Legislativa. “Vivemos um episódio muito ruim e inédito ao longo desse processo, no qual prevaleceu a não política, a não capacidade de dialogar e isso é muito ruim, não apenas para este parlamento, mas também para a própria democracia ”, disse no início de sua fala.

O deputado então passou a descrever todo o processo, que teve início com o líder do Governo, Izaías Régis, indo para a imprensa, há uns 20 dias, dizer quem seriam os presidentes das principais comissões. “É legítimo o interesse, o acompanhamento, a preocupação e, até em certa medida, a participação do Executivo com o que acontece nesta Casa, mas não da forma como aconteceu nesse episódio. Aqui o que houve foi uma intervenção direta, cheia de manobras, culminando com a interferência em um partido, modificando, a partir do Palácio, a representação dele dentro das comissões”, relatou.

Borges ressaltou que a Casa tentou, democrática e amadurecidamente, trilhar um caminho diferente e, num esforço coletivo, construiu uma proposta de entendimento que foi apoiada pela totalidade dos seus líderes, inclusive o líder do Governo. Essa proposta foi levada ao Palácio do Campo das Princesas, onde foi solenemente ignorada, numa demonstração de intransigência e desatenção com a Assembleia, poucas vezes vista na relação entre os poderes. Foi então que se começou a falar em bate-chapa. “Procurei em seguida o deputado Antônio Moraes para tentarmos resgatar a capacidade de fazer política, de discutir e de ponderar e a gente não teve sucesso. O que ocorreu depois foi o que todos vimos: manobras regimentais, esvaziando reuniões nas quais o governo temia ter menos votos que a oposição. Logo depois, a tática ficou explícita: ganhar tempo para a partir de uma participação direta promovida a partir do palácio, e ali executada, se promover a destituição do então líder do PL e depois promover a sua substituição nas comissões ”, criticou.

“O que vai se consolidando a partir de intervenções desse tipo é a ideia da intransigência. Aqueles que diziam que o PSB usava do rolo compressor, devem estar vendo agora que o PSB era Jardim de Infância para esse tipo de coisa, frente a tratorada que o governo promoveu”, ressaltou, para logo depois lembrar que o PSB durante muitas legislaturas teve a maior bancada, porém nunca usou essa maioria vinda das urnas para sequer presidir a Casa.

“O que aqui se está discutindo hoje não é só a eleição de A ou B, é a afirmação do poder, a afirmação da democracia, é um relacionamento sadio que deveria ser estabelecido entre Executivo e Legislativo, de mão dupla, de equilíbrio, de interação, mas com independência, porque tudo isso é necessário. Lamentavelmente a gente não viu isso acontecer. Então, eu acho que o processo realmente foi um processo muito ruim e não sei a dimensão das sequelas disso. Espero que sejam rapidamente superadas. Da nossa parte, os palanques estão desarmados, mas a gente está vendo que os palanques não estão sendo desmontados pelo Governo”, afirmou.

O deputado também lembrou que a própria governadora Raquel Lyra já presidiu a CCLJ mesmo depois de rompida com o governo. “Ela era presidente da Comissão de Justiça, quando houve o desentendimento do seu grupo com o Palácio, ficaram em posições antagônicas, mas em nenhum momento o Governo especulou a possibilidade de afastá-la da Comissão porque ela passou a fazer parte do bloco da oposição. Aliás, quando eu a substituí na presidência desta CCLJ, o primeiro registro que fiz foi destacando e parabenizando a correção do seu comportamento no comando da comissão nesse período, porque mesmo ela estando em conflito com o Palácio, nunca usou da condição de presidente para extravasar as sequelas desse conflito, ou seja, a própria governadora é exemplo de que a política pode e deve ser feita de forma elevada e seus atores se comportarem com correção, onde as questões pessoais não sejam sobrepostas aos interesses coletivos, muito menos instrumentalizadas para atrapalhar ações de governos legitimamente eleitos”, revelou.

“Espero que possamos tirar alguma lição desse processo para evoluir. Espero que essa Casa saiba reagir para levar a atividade política a um padrão elevado e que não seja puxada para a gente entrar nessa lógica da rinha, da aritmética pura e simples substituindo a política. A aritmética pura e simples não pode substituir a capacidade de se fazer política, de se construir consensos, de procurar encontrar soluções para questões de interesse comum e que consiga respeitar a legitimidade de todos os que aqui estão”, continuou, antes de se dirigir a Antônio Moraes: “Dizem que o homem é ele e suas circunstâncias. Eu poderia usar isso talvez para não votar em Moraes, porque sou frontalmente contrário às circunstâncias que o trouxeram a essa candidatura. Mas o conheço e não é de hoje. Sei da sua capacidade, do seu caráter, do seu preparo, do seu equilíbrio e, portanto, me sinto plenamente representado por ele. Sua correção, decência e lucidez me fazem votar nele apesar de ser frontalmente contrário à forma como sua vitória está sendo construída. Mas não seria eu, que fiquei impressionado com o comportamento do Palácio, quem iria amesquinhar minha posição, deixando de votar em alguém que sei estar totalmente à altura para exercer, já pela segunda vez, o cargo para o qual será eleito”, concluiu.
