TJPE intensifica Moradia Legal para entregar 16 mil títulos de propriedade de imóveis em 2025

População comemora o tão esperado título de propriedade do imóvel

Responsável pela entrega de mais de 15 mil títulos de propriedade de imóveis no último ano, o Programa Moradia Legal, iniciativa do Tribunal de Justiça de Pernambuco (TJPE), inicia o ano de 2025 com a meta de realizar a entrega de 16 mil títulos a famílias em todo o Estado. O programa é uma das prioridades da atual gestão do Tribunal, presidido pelo desembargador Ricardo Paes Barreto.

Em vigor desde 2018, o programa atua na implementação de medidas jurídicas e administrativas, em parceria com as prefeituras e os cartórios de registros imobiliários, para colocar em prática o direito à moradia.

Enfatizando o trabalho realizado nos últimos anos, a coordenadora adjunta do Moradia Legal, Sara Lima, explica que o papel do programa vai além da entrega de títulos de propriedade. “O Tribunal atua como um articulador central, padronizando os procedimentos e promovendo o diálogo entre os cartórios, os municípios e os grupos administrativos”, diz.

O Moradia Legal, na prática, facilita essa interação, tornando o processo mais ágil. Além disso, o programa consegue unir esforços do Ministério das Cidades, dos cartórios, das universidades e dos setores públicos para implementar melhorias na área urbanística.

O Ministério das Cidades mantém 40 alunos e 6 professores para atuarem no Laboratório de Assuntos Fundiários (LAAF) da Universidade Federal (UFPE), que assessoram diariamente as equipes dos municípios e cartórios do Moradia. Em parceira com a UFPE, a Universidade Rural (UFRPE) e a unidade de Serra Talhada, também apoia as ações do programa com o Laboratório de Geotecnologias (LAGERFS).

Em Pernambuco, o programa tem registrado um crescimento expressivo ao longo dos anos. Em um período de seis anos, o número de títulos saltou de 398 para mais de 35 mil entregas, superando essa marca já em 2024.

No mês de janeiro, o Moradia intensificou esforços para atender o maior número possível de famílias, realizando ações de regularização fundiária em 179 munícipios de Pernambuco, agora com a inclusão da cidade de Buenos Aires. E pensando na otimização dessas entregas, o programa está implementando a automatização do Sistema de Gestão, integrando a regularização fundiária, que é um processo extrajudicial, aos processos judiciais. Essa medida visa a agilizar e tornar mais eficiente a emissão dos títulos de imóveis, beneficiando um número ainda maior de famílias.

Além disso, o programa ampliará a oferta de capacitação em regularização fundiária com seis cursos, sendo três deles presenciais, promovidos pela UFPE e Ministério das Cidades. Entre as novas opções disponíveis, estão o Curso Técnico de Levantamento Georreferenciado e será voltado para engenheiros e arquitetos; o Curso Interdisciplinar Regionalizado, que acontecerá em diversas regiões do Estado; e o Curso Técnico de Levantamento com Drone, que será uma continuação para os cursistas que finalizaram o Técnico de Levantamento Georreferenciado.

O projeto já conta com uma gama de cursos como: o Curso Básico em Regularização Fundiária Urbana, em modelo remoto, promovido pela Escola Judiciária (Esmape), que encerrou seis turmas em 2024; o Curso de Registro de Imóveis em Regularização Fundiária Urbana, também remoto e realizado pela Esmape, que encerrou três turmas no ano passado; e o Curso de Extensão Universitária, realizado de forma presencial em 2024, na Região do Sertão do Pajeú, contando com a participação das equipes dos cartórios e prefeituras de 17 municípios da região. A iniciativa reforça o compromisso do Moradia Legal em promover a capacitação técnica e o desenvolvimento de soluções para a regularização fundiária, beneficiando tanto profissionais quanto comunidades locais.

Considerando esses esforços, a equipe do Moradia irá realizar uma reunião, nesta quarta-feira (12/02), para alinhar os projetos previstos para este ano. O encontro será online e contará com a participação de representantes da Associação dos Cartórios de Pernambuco (Anoreg-PE), da Associação dos Registradores de Imóveis de Pernambuco (Aripe), do Ministério das Cidades, da UFPE, da UFRPE e dos municípios que aderiram ao programa.

 Durante a roda de conversa, será apresentada a programação para o novo ano, dentre eles, a Semana de Regularização Fundiária, que ocorrerá de 9 a 13 de junho, e do Congresso de Regularização Fundiária, em setembro. Além disso, serão apresentadas as ações realizadas em parceria com o Ministério das Cidades, as orientações para o registro e entrega de títulos, reforçando o compromisso do programa com a segurança jurídica e o desenvolvimento urbano sustentável.

Sara Lima destaca a importância do projeto para garantir não só o direito à moradia, mas também para promover a inclusão urbana em todo o Estado. “Hoje, o Moradia Legal é reconhecido como uma política pública essencial, coordenada pelo Poder Judiciário, para promover a moradia adequada. Esse conceito vai além do direito ao título de propriedade, inclui a inserção das pessoas no contexto urbano, o planejamento urbanístico e a melhoria de infraestruturas como ruas, calçamentos e sistemas de esgoto. Dessa forma, o programa não só garante a segurança jurídica, mas também contribui para a qualidade de vida e o desenvolvimento de cidades sustentáveis”, finaliza.

    Thieves have stolen four ancient artifacts, including an approximately 2,500-year-old gold helmet, after using explosives to break into a museum in the Netherlands.

    The daring heist took place at Drents Museum in Assen during the early hours of Saturday morning, according to Dutch police, who said they received a report of an explosion at 3:45 a.m. local time.

    CCTV footage released by police shows the suspects opening an exterior door before a blast sends sparks and smoke into the air. The thieves made off with three gold bracelets, dating from around 50 BC, as well as the 5th-century BC Helmet of Cotofenesti, a historically important artifact on loan from the National History Museum of Romania in Bucharest.
    The items were part of an exhibition about the Dacians, an ancient society that occupied much of present-day Romania before being conquered by the Romans. On show since July, “Dacia: Empire of Gold and Silver” featured treasures borrowed from institutions across Romania.

    In a press release on its website, Drents Museum described the Helmet of Cotofenesti — which was discovered in a Romanian village almost a century ago — as a “masterpiece.” Its design features mythological scenes and a pair of eyes, located above the wearers’, that were thought to deter enemies during battle while protecting against the “evil eye.”
    The exhibition was set to conclude Sunday, though Drents Museum remained closed through the weekend due to the robbery. Its premises were damaged by the explosion, though no injuries were reported, the museum said.

    Dutch police announced that they are working with global police agency Interpol and had, as of Sunday, received more than 50 tip-offs. Investigators are currently looking for information about a gray car that was stolen from the nearby city of Alkmaar earlier in the week and was discovered around four miles from the crime scene, on fire, shortly after the overnight heist.

    Historically, Hollywood has always been closely associated with the Democratic Party, but country stars have always been an outlier, leaning more conservative. In recent years, as new singers join the genre, country music has gotten to be more progressive. This past election cycle, country stars like Mickey Guyton and Maren Morris stood with Vice President Kamala Harris.
