Jaboatão defende união de municípios, Estado e Governo Federal para enfrentar o crescimento dos casos de autismo

Em audiência pública realizada, nesta segunda-feira (20), pelo Ministério Público de Pernambuco (MPPE), sobre a questão do atendimento a pessoas com o Transtorno do Espectro Autista (TEA), Jaboatão defendeu a união de municípios, Estado e Governo Federal para enfrentar a “epidemia” de casos de autismo, considerando o crescimento exponencial de diagnósticos, no país e no mundo. Em Jaboatão, as áreas de saúde, educação e assistência social vêm trabalhando juntas na estruturação do cuidado integrado à criança autista e suas famílias. Para se ter uma ideia, o número de pessoas com TEA atendidas pela rede subiu de 155 (em 2017) para 820, neste ano, o que representa um aumento de 429% em apenas seis anos. Ao todo, considerando as várias especialidades, foram realizados 94.251 atendimentos a essas pessoas, somente de janeiro a setembro do ano em curso, pelo município.

A Lei 12.764 /2012 ( Lei Berenice Piana) instituiu a Política Nacional de Proteção dos Direitos da Pessoa com Transtorno do Espectro Autista, trazendo entre esses direitos, a atenção integral às suas necessidades de tratamento e o acompanhamento especializado no ensino regular, em casos de comprovada necessidade. Contudo, ainda não houve regulamentação da lei, para o atendimento de pessoas com autismo pelo SUS, o que dificulta a efetiva ampliação do cuidado e atenção multiprofissional na rede pública.

Jaboatão tem tratado o tema como prioridade, a partir da instituição do Comitê de Políticas Públicas e Sociais (PPS), por decisão do prefeito Mano Medeiros. Com recursos próprios, mantém três centros de atendimento multiprofissional e um especializado em TEA (além de ampliar convênio com duas clínicas); mantém o programa Cão Terapia, ampliou as salas de Recursos Multifuncionais, que garante o Atendimento Educacional Especializado, no contraturno, de 21 para 56; ampliou o número de professores especialistas em Educação Especial de 21 para 114; e tem despontado como um dos únicos municípios pernambucanos que está desenvolvendo capacitação para os profissionais da saúde na atenção básica no atendimento direcionado a quem tem TEA, além dos cursos oferecidos mensalmente pelo setor de Educação Permanente.

“Entre 2018 e 2022, lançamos seis editais para composição e ampliação do quadro médicos nas especialidades psiquiatria infantil e neuropediatria, mas apenas um psiquiatra infanto-juvenil e um neuropediatra assumiram os cargos (e o neuro se desligou pouco tempo depois). Além disso, há dificuldade na contratação de equipes multiprofissionais, a exemplo de profissionais de terapia ocupacional”, explica a secretária municipal de Saúde, Zelma Pessôa. “Há uma lacuna imensa de profissionais dessas especialidades no Estado. Para se ter uma ideia, há apenas 17 psiquiatras infanto-juvenis e 37 neuropediatras cadastrados no conselho da categoria”.

“Na audiência, o representante do TCE adiantou que Jaboatão é um dos municípios de Pernambuco que tem dado atenção ao tema, conforme levantamento do órgão. “E, de fato, temos feito tudo o que está ao nosso alcance, avançamos dentro das nossas possibilidades. Não estamos parados. Mas nenhum município tem condições de enfrentar uma “epidemia” sozinho. É preciso que haja regulamentação da lei federal, não apenas direcionando o papel de cada um, mas destinando recursos para financiamento estruração da rede integral de cuidado ao autismo”, defende a superintendente de Direito da Pessoa com Deficiência e Mobilidade Reduzida do Jaboatão, Lauriceia Tomaz, que também é mãe atípica. A criação da superintendência, na atual gestão, faz parte das diretrizes do PPS.
