Dino empurra Polícia Federal na direção da cúpula do centrão

Flávio Dino preparou uma surpresa natalina para o centrão. Na segunda (23), em pleno recesso de fim de ano, o ministro do STF mandou suspender o pagamento das emendas que representam a principal moeda do balcão de negócios do grupo. Foram bloqueados mais de R$ 4 bilhões. Como brinde, a Polícia Federal deve abrir uma investigação sobre o uso político do dinheiro.

O congelamento das emendas era uma questão de tempo. O tribunal já havia suspendido os pagamentos mais de uma vez, exigindo o mínimo de transparência na distribuição da verba. Os parlamentares descumpriram quase todas as decisões da corte, muitas vezes com apoio do governo e sempre à luz do dia.

Dino mandou um recado aos políticos. Caracterizou a farra das emendas como sintoma de uma “degradação institucional” e disse que a manutenção da partilha do dinheiro daquela maneira configura um “inaceitável quadro de inconstitucionalidades em série”. Ele citou a “perseverante atuação” do STF, indicando que não vai ceder a acordos para driblar as decisões do tribunal.

A grande novidade desse episódio da queda de braço é o inquérito que será aberto por ordem de Dino. Nos últimos anos, investigações feitas no varejo identificaram obras defeituosas, favorecimento político e suspeitas de desvio de verba das emendas, em alguns casos envolvendo os nomes de parlamentares. Agora, a PF vai atuar no atacado.

O foco do novo inquérito será a cúpula do grupo que coordena a ocultação dos padrinhos das emendas e gerencia a distribuição do dinheiro para aliados políticos. A polícia vai ouvir parlamentares para mapear, por exemplo, os acordos que simularam a indicação da verba que deveria estar reservada para as comissões do Congresso e que, na verdade, passou a ser controlada por dirigentes do centrão.

Esse foi o acerto que concentrou poder nas mãos de um consórcio que direcionava a remessa de emendas para políticos aliados em troca de apoio. Nos últimos anos, essa partilha foi liderada por Arthur Lira (PP-AL), na Câmara, e por Davi Alcolumbre (União Brasil-AP), no Senado. Os times dos dois estarão, inevitavelmente, na mira do inquérito.
