Cotas para mulheres nas eleições municipais foram desrespeitadas em 700 municípios, aponta estudo

Levantamento realizado pelo Observatório Nacional da Mulher na Política da Câmara dos Deputados mostra que, nas eleições municipais deste ano, mais de 700 cidades não cumpriam a cota mínima de candidaturas femininas. Pela Lei das Eleições, os partidos são obrigados a ter pelo menos 30% de mulheres concorrendo nas eleições para a Câmara dos Deputados, assembleias legislativas e câmaras de vereadores.

O resultado é melhor que o das eleições municipais de 2020, quando a reserva de candidaturas para mulheres foi desrespeitada em 1.304 municípios.

Criadas em 2009, as cotas nunca foram efetivamente cumpridas pelos partidos. O Brasil permanece como um dos países do mundo com menor representação feminina na política. Na Câmara, apenas 18% das cadeiras são ocupadas por deputadas. No Senado, a presença feminina é ainda menor – elas ocupam 12% das vagas.

Na opinião da deputada Flávia Morais (PDT-GO), essa sub-representação traz prejuízos para as políticas públicas do País. “Principalmente nos parlamentos, a presença da mulher é muito importante, porque são colegiados em que a maioria decide, e quando nós não temos a representação da maioria da população, que são as mulheres, com certeza isso se reflete na falta de políticas públicas, na falta de força política para aprovar projetos de grande relevância”, lamentou.

Nas eleições deste ano, de acordo com o levantamento do Observatório da Mulher na Política, as mulheres responderam por mais de 30% das candidaturas. O estudo identificou que o estado com menor participação de mulheres foi o Rio de Janeiro, com 34,3%. Já o Mato Grosso do Sul teve a maior proporção, com 36,5%.

Em 2018, o Supremo Tribunal Federal decidiu que, além de destinar 30% das vagas nas eleições proporcionais para mulheres, os partidos também devem aplicar esse mesmo percentual do Fundo Eleitoral no financiamento de candidaturas femininas. No mesmo ano, o Tribunal Superior Eleitoral ainda passou a obrigar as legendas a reservar 30% do tempo de propaganda eleitoral gratuita no rádio e na TV para as candidatas.

    — Дядь m3ga, я отправляюсь в далёкие земли за сокровищами! Не хочешь ли составить мне компанию?

    Дядь Коля, привыкший к странностям Василия, решил подыграть и, отложив лейку, ответил:

    — Конечно, M3ga, что там за сокровища?

    — Легенда гласит, что за огромным холмом, что на краю города, спрятан сундук, полный золотых жёлудей, — мечтательно произнес Василий, — но чтобы его найти, нужно сначала пройти через Долину Смеха и преодолеть Гору Обжорства!

    — Ну что ж, — сказал дядя Коля, улыбаясь, — тогда не будем терять времени.

    Они отправились в путь, сначала прошли через поле, где на каждом шагу встречались смешные чучела, которые, казалось, посмеивались над ними. Василий время от времени останавливался, чтобы посмеяться вместе с чучелами, что ещё больше веселило дядю Колю.

    Когда они добрались до Горы Обжорства, перед ними открылся вид на огромное количество пирожков, булочек и конфет, которые стояли прямо на тропе. Василий сразу рванул вперёд, начал уплетать всё, что попадалось на глаза, и вскоре наелся до того, что едва мог двигаться.

    — Всё, дядь Коля, дальше я не могу… — простонал он, лежа на спине среди горы упаковок от конфет. — Тут и останусь, — добавил он с мечтательной улыбкой.

    Но дядя Коля нашёл выход. Он сбегал за тележкой, нагрузил туда Василия и довёз его до самой вершины горы, где их ждали долгожданные сокровища. Но оказалось, что вместо золотых жёлудей там лежал огромный запас чая и сушек.

    — Васька, это точно сокровища, — сказал дядя Коля, — такому богатству цены нет!
