Aproximação necessária 

A governadora Raquel Lyra e o prefeito João Campos tiveram ontem um encontro institucional no Palácio do Campo das Princesas para tratar do carnaval. Apesar do caráter institucional, o movimento foi interpretado como algo extremamente positivo e uma espécie de bandeira branca entre os chefes do executivo estadual e municipal.

A governadora Raquel Lyra quebrou uma hegemonia de dezesseis anos do PSB em Pernambuco, e naturalmente a prefeitura do Recife tornou-se a principal trincheira do partido para poder continuar a sonhar em voltar a governar o estado. Talvez por isso, aliados do prefeito João Campos intensificaram uma espécie de antecipação de 2026, o colocando como provável candidato ao governo estadual.

Apesar de legítima a colocação, é extremamente cedo, sobretudo em se tratando de uma eleição daqui a quase três anos, mais do que isso, com uma disputa no meio em outubro deste ano, quando Campos tentará a reeleição. Apesar do amplo favoritismo, João precisará deixar claro para o eleitor o que pretende fazer pelos próximos quatro anos para garantir o segundo mandato.

O fato é que o encontro de ontem foi extremamente positivo, pois novas parcerias podem ser realizadas. Isso não significa adesão ou aliança política, nem inviabiliza a possibilidade de João e Raquel se enfrentarem em 2026. Apenas denota maturidade política dos dois, e eles mostram que os interesses comuns estão acima de eventuais disputas político-partidárias.

Tivemos um exemplo muito claro num passado não muito distante, entre 2001 e 2006, Jarbas Vasconcelos e João Paulo, mesmo de campos políticos opostos fizeram parcerias que beneficiaram o Recife e o estado, tendo uma relação harmônica, cordial e respeitosa. Que João Campos e Raquel Lyra sigam o mesmo exemplo.

Condenação – O ex-prefeito de Caruaru, José Queiroz de Lima, foi condenado por improbidade administrativa devido à gestão temerária do Caruaruprev. A sentença, fundamentada no artigo 490 do Código de Processo Civil, resultou em ressarcimento de R$ 737.411,77. A decisão destacou o não recolhimento das contribuições previdenciárias em outubro de 2012, levando à condenação com base na Lei n° 8.429/1992.

Sanções – As sanções incluem ressarcimento, perda do cargo, suspensão dos direitos políticos, multa civil, proibição de contratar com o Poder Público e inclusão no Cadastro Nacional de Condenações por Improbidade Administrativa. A gestão temerária do Caruaruprev levanta questões sobre a responsabilidade na administração pública e o correto gerenciamento de recursos municipais, sendo o Ministério Público essencial na busca pela reparação dos danos.

Resposta – O ex-prefeito José Queiroz emitiu uma nota de esclarecimento. Destacou que o processo teve origem em uma auditoria do Ministério da Previdência, que considerou sua conduta regular, assim como o Tribunal de Contas do Estado de Pernambuco. Queiroz ressaltou que a decisão contrariou esses órgãos técnicos, afirmou que cabe recurso, e que a sentença de primeira instância não ameaça seus direitos políticos.
